Apply for CARB Drayage

All trucks (with minor exceptions) desiring to enter the port must be registered in the CARB Drayage Truck Registry of the California Air Resources Board (ARB). See below for the link to the ARB. This requirement is for the specific truck, not the driver. Upon entry to the port, the truck must display the appropriate sticker, or the driver must possess printed proof of registry.

Some trucks will not be able to meet the clean air requirements, and the ARB will not issue a certification. These trucks may still enter the port by obtaining a One Trip Pass from the Port of Hueneme – see below for the link to the Port of Hueneme. Be aware that in such cases you are self reporting a non-complaint truck, and may be liable, at ARB discretion, for applicable fines.

Instructions for applying for One Trip Pass:

These are instructions to request a One Trip Pass from the Port of Hueneme.

Trucks engine year 1993 OR OLDER and trucks engine year 1994 – 2004 without a CARB Level 3 VDECS for PM Emissions are not in compliance with the CARB regulation and need to register each truck move in the Port of Hueneme Non-Compliant Truck Reporting System (NCTRS).

NCTRS Application

This link will take you to a login screen. If this is the first time applying, you need to create a new login. Click on the blue button, to a create a new user. A popup box will appear and ask LMC or Driver? LMC (Licensed Motor Carrier) is for truck companies, dispatchers, etc. Driver is for owner-operators and the like.

Fill out the information, choose a user name and password, then submit. Follow the screens and input information requested. Once approved, please print out the One Trip Pass and fax it to SPF Port Services at (805) 986-2000. We will take the pass to the security gate. We only provide this service to trucking companies and owner-operators utilizing the security escort service.

WARNING: In applying for a One Trip Pass you are actually reporting your non-compliant truck to the California Air Resource Board (ARB). Each One Trip Pass will be kept by the security gate and handed over to the ARB at the end of the day. There is a possibility that the ARB could issue out fines based on the One Trip Pass information.
